The Chief whip and member representing Ideato North State constituency in the Imo State House of Assembly, Rt.Hon. Barr. Arthur Egwim has in addition to several other bills to his credit, sponsored a Bill named,“the Imo State Creativity, Innovation and Technology Transfer Agency (IMS-CITRA) to enhance creativity, innovation and transfer of technology which is the leading anchor of the 21st century knowledge driven global economy as opposed to the commodity economy.
Egwim while sponsoring the Bill, hinted that, Imo State with vast human capacity resources can develop the sub-Sahara African version of Silicon Valley by consciously harvesting and nurturing raw talents by creating enabling environment and relevant contacts.
IMS-CITRA, according to him, is an agency that will look out for and identify hidden talents in the state, identify national and international support endowments and agencies to maximize the utilization of the creative ingenuity to achieve comprehensive development.
“The agency will serve as an agent to warehouse solutions for creative and innovation ideas and the consequent intervention opportunities within and the global sphere scholarship and mentorship opportunities shall be facilitated to support creative individuals to be well equipped for necessary productivity. Government has a duty to create enabling environment and to afford citizens opportunities that nudge them forward. That will be the primary role of the agency”.
The chief sponsor of the bill is Rt. Hon. Barr. Arthur Egwim while the co-sponsors are, Hon. Johnson Duru, Hon. Uche Ogbuagu, Rt. Hon. Uju Onwudiwe, Hon. Samuel Ogbunike, Hon. Paul Emeziem, Hon. Pascal Okolie and Hon. Philip Ejiogu.
Some political pundits who spoke to this reporter on the activities of the state legislature, commended Hon. Arthur Egwim’s passion for moving and sponsoring people-oriented motions and bills respectively. They averred that scrutiny of Hon. Egwim’s performance right from his first tenure in the house, marks him out as a man who not only knows his onion, but also one who came fully prepared to make impact and leave a legacy.
